smoothing is like smoothing the imperfections of the nail,
like ridges. This makes the nail more smooth and makes the nail polish to be applied more even.
Buffing on the other hand brings out the nails natural shine
and it also smooths.
Buffing your nails you would do with an actual buffer you buy from a salon/beauty store which removes uneven nailbed rubbish, and further smoothing the nailbed. It would be the same as smoothing, there really is no difference.
